to protect middle class families from a tax hike or not. to protect our climate or not. and we will also demand that our republican colleagues take up legislation to protect hard-earned pensions for millions of workers and they're in danger of losing it right now. as we continue to fulfill our solemn constitutional duty to hold the president accountable, senate democrats will never stop putting pressure on lonl to get the senate back to work for the american people. the impeachment inquiry ramped up with the hearing from trump administration officials. who is set to testify in the coming weeks? >> well, we're going to have a number of people, fiona hill is one. she used to be a diplomat for the trump administration and
5:24 am
she is going to testify, and that is of concern because she knows what's going obin europe -- we're just learning that the trump administration tried to block a current state department employee and she clearly bant to testify. she was subpoenaed and now how democrats are saying that subpoena forced her to testify but it seemed like clearly she wanted to testify. so these -- the testimony of going forward of hill and another whose text were released recently, he was a trump donor and state department did block his testimony but it looks like he will also testify next week. >> are we getting any time line on an impeachment vote? >> that's a great question. it's something that our reporters are asking about. certainly i think you're going
5:25 am
to see something this year. the question is of course ok not only timing but is it going to be about ukraine and obstruction of justice? will it be larger than that? will it deal with financial issues? how broad will impeachment be? i think you're going to see it in all likelihood before thanksgiving but speaker pelosi has not given any timeline. but covering her for many years i don't think she wants this to drag on. certainly not into 2020 election year when remember democrats won the house -- not talking about impeachment but talking about health care. so i think she wants to get this vote done sometime in 2019. >> during the two-week break the president announcing the withdrawal of u.s. troops from northern syria, then turkey invading northern syria. and some real strong reaction from capitol hill including proposals on saverageses, one

by liz cheney the conference schare for republicans. what else might we see on this issue and why is it a big issue? >> it's a really big issue because it's one of the rare issues that actually has split republican leaders from the president mitch mcconnell has been very critical of this move. you mentioned liz cheney, a member of the house republican leadership and the other top steve scalise and kevin mccarthy are backing the sanctions bill. so it's going to divide republicans who are torn between supporting their president and they just didn't like this move of leaving syria and abandonning the kurds. so you're going to see -- potentially see votes next week and beyond that would admonish the white house for making this move. that's going to be a tough vote for some republicans. >> it seems that the president see that is the withdrawal is a political winner for him.
5:27 am
>> that's right. he has made the case that the . untry is very war weary, he repeatedly mentioned we need to stop the endless wars. it triggered some applause. it's interesting because some republicans will support him. i think some democrats also will support him if they are forced to vote on it. but a vast majority of republicans and democrats don't support this move and i think the white house has been a little bit surprised about how much republican pushback they've gotten, especially from leaders. that is just so unusual in this congress. >> back to potential floor action. last month speaker pelosi introduced her prescription drug plan. what's the status of that? when might we see some floor debate and volts on that? >> this is a big issue for house democrats is what they campaigned on when they won the house in 2018. as you mentioned, speaker
5:28 am
pelosi unveiled her bill. not surprisingly the prescription drug industry is not pleased with this and they have come out against it. you'll see a lot of tv ads recently going after the pelosi bill and supporting what the trump administration has done on an administrative policy. mitch mcconnell is not a fan of this nancy pelosi bill. she had to strengthen the bill to negotiate and bring down drug prices. it's unclear when it will go to the floor. there is going to be a hearing in the ways and means committee. there's a number of committees in the house that have jurisdiction. so i think you're going to have the hearings which are going to be very partisan. then i would think you're going to have markups moving through committee and then going through the floor sometime in 2019. >> a quick yes/no question. will the house and senate take
5:29 am
up the u.s.-mexico-canada trade agreement before the end of the year? >> i think it's on a knife's edge. the slight answer would be yes. but impeachment really brings a problem with this because of the politics of it. but there is -- speaker pelosi wants to get to yes and republicans want to get to yes. there's a little over 50% chance that this is going to pass congress this year but don't bet a lot of money on that. >> thanks so much for joining us. >> thanks, bill. >> c-span's "washington journal" live every day with news and policy issue that is impact you. coming up this morning we'll talk about efforts to impeach president trump and how it might impact campaign 2020 with the daily callers.
